Introduction

Background

In July 2023, the Government approved the establishment of a Tribunal of Inquiry, pursuant to the provisions of the Tribunals of Inquiry (Evidence) Acts 1921 to 2011, to examine a range of matters pertaining to the effectiveness of the complaints processes within the Defence Forces. 

Following a resolution of Dáil Éireann on the 24th day of January 2024 and of Seanad Éireann on the 30th day of January 2024, the Tánaiste and Minister for Defence, on the 20th day of June 2024, by instrument pursuant to the Tribunals of Inquiry (Evidence) Acts 1921 to 2011, established this Tribunal of Inquiry.  The definite matters of urgent public importance into which this Tribunal is required to inquire were specified in paragraphs (i) to (vii) of that resolution of the Houses of the Oireachtas and they constitute the ‘Terms of Reference’ of this Tribunal. 

In establishing this Tribunal, the Government implemented the recommendation of an Independent Review Group which had been asked to examine workplace issues relating to allegations of discrimination, harassment, sexual harassment and any form of sexual misconduct in the Defence Forces and whose Report was published on the 28th day of March 2023.  

First Sitting of the Tribunal

The Tribunal will deliver its Opening Statement at a public sitting on 24 June 2024 at 2pm at the Tribunal’s premises which are situated at The Infinity Building, Third Floor, George’s Court, George’s Lane, Smithfield, Dublin 7, D07 E98Y.
